Curated OUI → vendor starter table. NOT the IEEE registry: it covers the vendors that turn up on osisa customer sites plus the common hypervisor prefixes, so a scan reads usefully out of the box. Extend or replace it by passing your own map to OuiVendorResolver(IReadOnlyDictionary<OuiPrefix, VendorName>); the authoritative source is the IEEE MA-L registry.
