1.1. ApplyRegistryBypass(ISystemHost)

Applies Windows Update registry bypass to allow upgrades on "unsupported" hardware. Creates MoSetup and LabConfig registry keys with bypass values. Idempotent: skips if the RegistryBypass log file already exists.
