1.1. EnsureImageElseExit(IServiceProvider, ISystemHost, IComputer, bool, AbsolutePath)

Ensures {netsetupRoot}/Images/{OS}/ exists. Skips download if image or archive is already there. netsetupRoot must point at the folder that contains Images/ — typically the ISO mount’s NETSetup/ or the installed target’s W:\NETSetup.
