1.4. CreateReusableProductionISO(ISystemHost, IFileProvider, string[], string[], IFileProvider?)

Builds the reusable production ISO: baked images + drivers but NO customer config and NO MapFiles, producing a single reusable NETSetup.iso (no ticket suffix). The guest matches its config ONLINE by serial against Config/*.map on the remote source (FetchConfigOnline); the baked offline config path is intentionally omitted here (it stays the permanent fallback of NETSetup.Stages._0_Iso.MainISO.CreateOfflineProductionISO(ISystemHost,IFileProvider,System.String[],System.String[],NETSetup.Entities.NETSetupConfig,System.Int32,System.Nullable{IFileProvider})). Shares its implementation with NETSetup.Stages._0_Iso.MainISO.CreateOfflineTestISO(ISystemHost,IFileProvider,System.String[],System.String[],System.Nullable{IFileProvider}) - the only difference is that the reusable ISO strips the stale Config/#VirtualMachines.json so a VM never wrongly falls back to a test config when the online map lookup should drive it.
