WindowsCapabilitiesApplier

Applies the WindowsCapabilities a config declares for one machine. ONE implementation, used by both entry points: Stage3Windows during an install, and the apply-capabilities verb on a node that is already up. A node fixed by hand and a node installed from scratch therefore end in the same state, which is precisely what devBuilder04 did not.

Note	Every step is gated by its own log-file marker, the same idempotency mechanism the rest of Stage 3 uses: a rerun after a reboot skips what already happened instead of redoing it.

1. Methods

1.1. Apply(ISystemHost, NETSetupConfig, string)

Reads the capabilities declared for machineName and applies the ones that are not yet in place.
