Extension members for PhysicalFileOperator.

Note

Exists so callers never touch System.IO to obtain a scratch directory. The OS temp location can only come from System.IO.Path.GetTempPath - there is no osisa.IO equivalent for "where does this OS put temp files" - so that single unavoidable call is encapsulated HERE, once, instead of being repeated at every call site.
