IpfsClusterOptions

Per-customer private-IPFS-cluster secrets: ONE swarm key + ONE cluster secret shared by every NixIPFS node in the customer config. Generated once by IpfsClusterSecretsGenerator and persisted on NETSetupConfig.IpfsCluster so re-runs keep the same swarm (regenerating would partition the cluster - all nodes must share identical entropy).
