ApplyCapabilitiesCommand

Applies the WindowsCapabilities the machine’s own config declares - WinRM, the WSL2 runtime and local-group membership - to a node that is ALREADY installed. Same code path Stage 3 runs during an install, so a node that missed a capability can be brought level without a reinstall.
