PublishConfigCommand

Registers the publish-config CLI command: uploads a customer config and its per-machine MapFiles to the Dropbox remote source, WITHOUT building an ISO. This is the online counterpart to the offline baked config - once published, a reusable NETSetup.iso guest resolves its config online by serial against the uploaded Config/<serial>#<ticket>.map (see FetchConfigOnline). The offline per-ticket baked config path remains the permanent fallback.
